The enclave mods can only be purchased from the Watoga vendors and they are random items in their inventory. Supposedly they can also drop from enclave events, but I have never gotten one from a drop. The flamer mod can be on rifles dropped from "Dropped Connection" events. Harpers Ferry seems to be the best one for this, at least in my opinion.
